Unfortunately if you take the attitude that "if they can't be bothered to knock on your door then why should you support them" it leads to a catch 22 situation. They then won't be bothered to support you! They will know that the majority of residents won't take the trouble to find out who the Candidates are, or even bother to vote, and hence they are likely to take descicions that go against the majorities wishes because they are safe in the knowledge that people will not bother to vote them out ! If 100% of residents voted at the local elections they would become immediately aware that the residents were showing an interest in local affairs and would know that if they made decisions against the wishes of the majority, they were likely to be bombarded with e-mails/letters and phone calls and would be in real danger of losing their seat at the next election. The instinct for self preservation, as opposed to any genuine concern for residents views, is more likely to affect their judgement and make them respect the majority viewpoint. Still, interesting topic for discussion eh ?!
