You state that "it seems obvious that the area includes the streets around schools to stop mums in there shiny 4X4's blocking the streets". Well,if you read the Consultation document thoroughly, you will find that there is provision for parents to purchase an annual permit (for £20). This allows them sufficent time to drop of and pick up their children and hence the CPZ will make any difference to the area around schools anyway ! We are told (repeatedly) that it is too prevent commuter parking. Leaving aside the fact the the council sold off the Colchester Road car park ,which would solve the problem. Why can't they bring in a scheme, in contencious areas, which has no parking for one hour during the day EXCEPT for residents. Then they could issue free permits to the residents. It must be to simple! (and won't generate any revenue for the council of course)
