At a meeting I attended Mr Brough pointed out some very interesting and startling facts!! The Cabinet is the SOLE POWER of the Council. There is NO ACCOUNTABILITY OR CONTROL over what they say or do! They can reject scrutiny panel findings! They can push what they like on people! They are all one Party though they could be cross party! There is only a couple of areas such as budget setting that they have no control over this is Council only. They are NOT Accountable to other Councillors! So it looks like Mr Heywood as a Cabinet Member can ignore meetings he has attended, petitions put to him, letters written, and FORCE anything on us!
