I've read that they are the new road by road consultations and that they are just being called TMPs to distinguish. I still think that the process will work the same though. All roads will get a copy of a re-worded CPZ proposal. It entices you in with one free permit and the freedom to allow your road to opt out. However, what actually happens is that not all residents fully understand the restrictions or fully read it. They don't get a parking space for themselves and later on they start getting the permit charges. They also still suffer the same penalties if their voucher lapses and having to pay for their friends to visit. Also the knock on effects from any roads that say yes to the scheme cause the neighbouring road to have problems. The council know all this and whatever happens they get revenue. They know it will all eventually fall back into what was originally a CPZ format. Why aren't residents permits free for all their cars? Why are residents ever fined? Why will non-residents be able to park there with pay and display tickets? This just clogs up the street again. It implies there is no parking problem as long as you pay. If the idea is to keep it for residents and their guests then why aren't they allowed to visit for free by giving residents free guest vouchers? The residents should never have to pay. If the council think that their is enough non-residents to cause a problem, then these non residents will produce enough revenue from fines and pay and displays to fund it. If their aren't enough non-residents to fund it then there never was a problem.
