I appreciate your problem and do sympathise. You have identified the answer to your particular roads difficulties (in fact most roads near the shops) and if this 1 hour restriction is put in place it will almost certainly be the cure. This is what we fought for - choice. Individual solutions to individual roads needs. Please do not ask for a CPZ to be the answer. Councils love this. Your request to them would be music to their ears. They would use you as an example of how many people are begging for a CPZ when your simple 1 hr solution will do. Your neighbours and adjoining roads will suffer the costs and knock on effects.
The outcome of the CPZ campaign should allow you to now request alternative solutions. I would have a chat with
Cllr Andrew Retter to discuss these.
In my opinion however, nothing should be done without full road consultation. Your own views may not be representative of the whole street but the council
will choose to see you as representative if suits. They will pounce on the first idea that includes revenue.
If I were you, I would draft a 1hr proposal solution to your neighbours. Get the road to vote on this then formally submit it to the council. You would need a residents permit for every car (and a few for visitors)
all issued free of course, to avoid resident fines within that time period. You should stress that you do not need road markings or anything else other than a
sign post stating the parking times. If the solution is expensive they will try to pass you the cost.
Do not let them make you feel that this is difficult. This type of solution is in place and working in many areas with councils that actually care about the people they represent.
All it would take is a sign post, a few permits (which they already have) and
the traffic warden to extend his round by a few yards during that time.
Why would the council not want this? Well think about it... Day 1 of the scheme:
All non-residents learn of the scheme as signs are read and traffic warden gives
fines. Day 2 of the scheme: No non- residents. No fines. Shame isn't it?
In that one hour the warden could have probably walked the streets of your road,
Colchester, Briarwood, Windsor, and the top of Tolcarne, keeping them all clear.
Simple, effective,
low cost solutions are possible. They know it, we all know it. I hope that this council will one day prove they can do something without a monetary motive.
