Reports of Cllr David Bishop trying to bring back restricted residential parking to Northwood Hills!

Reports are coming in that Cllr David Bishop is currently performing his own personal survey of our streets to try and bring back a restricted parking proposal. 
He apparently has statistics backing his proposal from a number of roads local to his home address.

This is a transcript  of the document recently put through residents doors signed by David Bishop:

DAILY COMMUTER PARKING INITIAL RESULTS OF THE CONSULTATION.

 15-10-2003 THANK YOU FOR OUT PARTICIPATION IN THE CONSULTATION EXERCISE. THE RESULTS TAKEN FROM THE AREA MOST SERIOUSLY AFFECTED BY PARKING STRESS 1-15 & 2-16 LICHFIELD ROAD 33-59 & 34-48A YORK ROAD ALL COLCHESTER ROAD PRESTON COURT & WESTWAYS. 114 JOEL ST. INDICATE THAT 38 HOUSES ARE IN FAVOUR 8 HOUSES ARE OPPOSED. 10 HOUSES ARE INDIFFERENT. AND 12 PEOPLE WERE OUT OR ILL. WE WILL PRESENT A PETITION SIGNED BY THOSE PEOPLE WHO FAVOUR A SCHEME TO LIMIT COMMUTER PARKING IN OUR ROAD. HOPEFULLY THE CABINET MEMBER FOR PLANNING AND TRANSPORTATION, CLLR MIKE HEYWOOD WILL AGREE TO FURTHER DISCUSSIONS IN ORDER TO CREATE A SUITABLY MANAGED PARKING ZONE, WHICH WILL ACCOMMODATE THE MAJORITY OF RESIDENTS WISHES. This is signed by Mr Bishop as a  member of the council NOT as a local resident.

This appears to be in conflict with the cabinets own decision  that states "to ensure that consultation is properly and correctly carried out".

Is this a proper consultation or not?  Are the rest of the council aware of the actions of Mr Bishop? 

This is a truly worrying development in the progression of the CPZ story.

What this proposal consists of is unknown to neighbouring roads but you can be sure that they will suffer any knock on effects.

Surely this scheme cannot be along same lines as the original condemned CPZ proposal that caused unprecedented levels of outrage in this town? 
Could he reverse the views of residents that were only recently disgusted by the councils last revenue making, parking scam?

This councils record of back door, revenue rich parking schemes is well known and not appreciated. With the troubles from the last CPZ proposal still ringing in our ears it's unbelievable to think that surreptitious methods may be happening again to try and revitalise it.

Whatever is going on, it appears to be stealthy, secretive  and bound to be trouble.

Will this scheme ever fade away? Not when determined councillors  can choose to reserrect it at their own whim. 

This town deserves an explanation from its council.
